In a bid to foster development in Luuka district, the Ministry of Lands Housing and Urban Development, backed by the World Bank, has initiated a transformative project aimed at planning and enhancing the district’s infrastructure and land administration.
Known as the Competitiveness Enterprise Development Project, this initiative will play a pivotal role in shaping the future of Luuka by providing freehold land titles to its residents, facilitating economic empowerment and fostering sustainable growth.
Today, on the 27th of February 2024, officials from the Department of Physical Planning within the Ministry of Lands, Housing, and Urban Development convened with the leadership of Luuka District at the RDC’s boardroom in the district headquarters.
The gathering, attended by District councillors, RDC Katende Ronald, Principal Assistant Secretary (PAS), Luuka district civil servants, and other stakeholders, marked a significant milestone in the district’s journey towards development.
Pamella Drate, a physical planner from the Ministry of Lands, Housing, and Urban Development, shed light on the scope and objectives of the project. She emphasized that the Competitiveness Enterprise Development Project will span across 16 districts, including Luuka, with the aim of providing freehold land titles to residents at a nominal cost of 80,000/=.
“The component under land administration reform will be implemented across 16 districts to attain regional balance. Activities such as Systematic Land Adjudication and Certification (SLAAC) will be conducted over a period of 2 years,” stated Pamella.
Simon Wakaze, the Luuka district chairman LC V and chairperson of Busoga Consortium, expressed gratitude to the Ministry of Lands for selecting Luuka as one of the beneficiary districts. He urged the residents to embrace the project, highlighting its potential to alleviate the financial burden associated with acquiring land titles.
“I encourage people to embrace this program because even within the district, we have faced challenges in budget allocation for physical planning. This initiative will streamline the process and make land titles accessible at a minimal cost,” Wakaze remarked.
Principal Assistant Secretary Moses Wangadya, representing the CAO, commended the government’s intervention in addressing land conflicts and promoting land ownership. He urged active participation from the community, emphasizing the benefits of the program for all stakeholders.
