In a shocking development, a police constable identified as Mugoya Salim, stationed at Namaganga Police Station under the territorial police of Kakira Central Police Station, is currently on the run after allegedly committing multiple acts of rape against a 20-year-old female suspect while she was in custody.

The distressing incidents occurred over the course of three nights between February 7 and 8, 2024, at the Namaganga Police Post in Jinja District, leaving the victim traumatized and in need of justice.

The victim’s identity is being withheld for privacy reasons. Her ordeal began when her husband reported a case of child desertion at the Namaganga Police Post on February 7, sparking a series of events that led to her detention. The couple had been embroiled in disputes regarding family neglect, prompting the victim to seek refuge at her grandmother’s home in Busede Sub-county, Jinja District, along with her two-year-old child.

However, upon her return, she left the child with her husband, who subsequently reported the case of child desertion to the police. Mugoya Salim swiftly took action, arresting, charging, and detaining the suspect on February 7.

Efforts were made by family members to resolve the matter amicably, leading to the suspect’s release on bond. However, on February 9, the victim’s husband reported a case of rape at the Busede Police Station, alleging that his wife had been subjected to sexual assault by Mugoya Salim during her time in custody.

SP James Mubi, the Kiira Region Police Publicist, expressed deep regret over the incident, emphasizing the gravity of the accusations against PC Mugoya Salim. Mubi highlighted that such behavior is not only scandalous but also criminal, warranting severe disciplinary and legal action.

Mubi urged all serving officers to uphold the highest standards of conduct and to refrain from any form of abuse of power, particularly acts of sexual violence against female suspects. He emphasized the importance of handling family and child-related incidents with care and sensitivity, urging for a compassionate and knowledgeable approach.
