    Former Jinja education officer arrested for alleged ritual murder

    Jinja: In a shocking turn of events, Amina Mutesi, a former Jinja City education officer, has been arrested and charged with murder in connection with a suspected ritual sacrifice.

    According to police reports, Mutesi allegedly approached a casual worker in April 2025 and requested that they procure a human being for ritual sacrifice. The worker, along with two accomplices, lured a victim, Jessica Mutesi, to Amina Mutesi’s residence, where she was strangled to death and buried on the premises.

    According to SP James Mubi, Kiira region’s police spokesperson, the suspects confessed to the crime, stating that they were promised UGX 3 million by Mutesi but only received UGX 500,000.

    “Amina Mutesi supposedly promised the duo three millions upon accomplishing the ill mission. However, she reportedly gave them five hundred thousand shillings, the duo remained demanding for the balance but in vain,” Mubi said in a statement on Wednesday.

    The police launched an investigation after the victim’s family reported a kidnapping case at Walukuba Police Station in May 2025. The suspects are currently being held by Jinja Police and will be handed over to Njeru Police for further management.

    Mubi said that “Key suspects have been apprehended in the due process of that has led to Wilf connection and that they lured the victim and strangled her from the boys quarters of Amina Mutesi and on her very orders.”

    Amina Mutesi’s latest development connected to suspected ritual murder comes after she was interdicted in 2022 and is currently facing multiple charges of embezzlement and abuse of office before the Anti-Corruption Court in Kampala.

    In September last year, Mutesi was together with her co-accused, Haruna Mulopa, an Education Officer, and Samuel Ngobi, an Assistant Sports Officer of Jinja City, sent to Luzira prison by the Anti-Corruption in Kampala.

    According to the prosecution, Mutesi, being the Principal Education Officer, abused her authority by irregularly ordering headteachers of several government-aided schools in Jinja City to divert UPE capitation grants sent to their schools by the government to other activities within the city.

    The latest news of her arrest has generated mixed reactions in Jinja town, with some residents expressing concern about the alleged actions of a public official.

    The victim, Jesca Mutesi, was described by friends and family as a young woman who had much promise and lived a happy life before her tragic death.

    The Kiira Regional Police Command, led by SSP Charles Nsaba, has been praised for their excellent work in solving the case.

    The police have assured the public of full protection and support in arresting culprits who engage in human ritual sacrifices.

    According to the regional police spokesperson, Mubi, a comprehensive community approach is being implemented to address and prevent such heinous crimes.

    Mutesi now goes to answer charges whose conviction are punishable by death. According to Uganda’s Prevention and Prohibition of Human Sacrifice Bill of 2021, human sacrifice and its financing are capital offenses with a death penalty.
