The outgoing Resident District Commissioner (RDC) of Bugweri District, Janet Billey Mulindwa, officially handed over office to her deputy, Banuli Magala, who has been promoted to full RDC. Janet Billey Mulindwa has been transferred to Masaka District as a full RDC, while Basalirwa John from Amuria has replaced Banuli Magala as the Deputy RDC.
At the handover ceremony organized by the technical staff and stakeholders of Bugweri, held at the district headquarters in Busesa Town Council, Bugweri District, the outgoing RDC Janet Billey Mulindwa expressed her gratitude for the good working conditions and support provided by the people of Bugweri.
Billey emphasized the importance of unity and respect within families, highlighting the increase in child labor in rural areas of the Busoga region due to parents neglecting their responsibilities. She also noted that the high level of freedom given to children has contributed to early pregnancies, as many are idle, unemployed, and uneducated. Billey called for additional support from authorities to combat the high school dropout rates, which have reached alarming levels in the Busoga region.
Meanwhile, the newly promoted RDC, Banuli Magala, urged religious leaders, technical staff, and politicians to keep politics out of government programs. He pointed out that many government programs and projects have failed due to political interference. Banuli also criticized youths who undermine government projects in favor of political parties, leading to underdevelopment, insecurity, and disrespect within communities. He urged parish chiefs to avoid engaging with political activists, ensuring that government programs like the Parish Development Model (PDM) proceed smoothly and without political bias, warning that those who engage in political interference could face arrest.
At the same event, the district chairperson, Hajji Shafiq Muziransa, emphasized the need for transparency within the technical wing, stating that they are crucial to the success of district-level programs and projects. He also encouraged people to acquire land titles to reduce land conflicts within their areas and families.
