Kamuli: The Minister for Local Government, Hon. Raphael Magyezi, has directed the offices of the Resident District Commissioner (RDC), District Police Commander (DPC), and district councillors in Kamuli District to submit independent reports on the alleged misallocation of UGX 2.2 billion meant for infrastructure development—particularly for the construction of marram roads connecting various sub-counties.
He also ordered investigations into the District Service Commission following allegations of selling government jobs to residents of Kamuli District. The Minister issued the directives during a council meeting held at the Maxwell Kuwembura Council Hall at Kamuli District Headquarters.
Hon. Magyezi’s visit followed a failed council meeting on October 8, 2025, during which councillors expressed dissatisfaction with the Chief Administrative Officer (CAO), Mr. Mukibi Nassar, and the District Engineer, Mr. Mufumba George, accusing them of mismanaging government funds for the 2024/2025 and 2025/2026 financial years.
During the session, Minister Magyezi also paid tribute to the late Kamuli District Chairperson, Mr. Maxwell Kuwembura Mugude, who tragically died in a road accident near Nagalama earlier this year, just before his nomination.
The Minister commended Kamuli District councillors for their commitment to promoting transparency and accountability in local government.
“I am pleased with the efforts of Kamuli District councillors to fight impunity among civil servants,” Magyezi said.
He further pledged to ensure a thorough investigation into all corruption allegations and promised to return to Kamuli to chair the next district council meeting on November 14, 2025.
Addressing the issue of new government vehicles recently distributed to district chairpersons and city mayors, Hon. Magyezi cautioned leaders against using them for personal or non-official purposes.
Meanwhile, the Commissioner for Local Government, Mr. Swizin Okinga Mujema, urged councillors to distinguish between individual misconduct and official duties, noting that such separation would ensure smoother service delivery.
District councillors, led by Mr. Chris Wabwire, the councillor representing Mbulamuti Town Council and head of the district finance committee, called on the Minister to order the arrest of all civil servants involved in corruption and ensure that they refund misappropriated funds.
In addition, councillors accused Members of Parliament from Kamuli District — including Rt. Hon. Rebecca Alitwala Kadaga (District Woman MP), Hon. John Teira (Bugabula North), Hon. Martine Muzaale Mugabi (Buzaaya County, Chairperson Roads Committee), and Hon. Henry Maurice Kibalya (Bugabula South) — of allegedly benefiting from the UGX 2.2 billion in question.
In response, Minister Magyezi pledged to engage all Members of Parliament from Kamuli District to discuss the matter and find a collective way forward.
